Many of the members catch their own octo food along the beach and in tidal pools. Most anything you catch in more open waters will be too large. Sadly, I catch mine from the postman. because the 8 hour drive doesn't happen often.
Depends on where you are. I believe in some states in the US you need a permit (I'm in NZ). So check it out with your fish and game dept (or equivalent).
