Are you using live crabs?
 
Give the cuttle a break, don't feed him for about a day and he should be hungry by then, sometimes my cuttles will ignore food thats just in front of their faces. How large are the fish and shrimp?
 
it's not really good at aiming though because it has to try at least three times to get the fish or shrimp. for shrimp it usually takes around 5 times.
