octopus not eating

Ok so he is eating but he is only eating about once every 4 days. he still comes out and has been like this for about 4 weeks so i dont think it laid eggs. can someone tell me whats up with him im kind of worried

It is a Brieareus and he is fully grown.

He eats frozen shrimp and scallops. He has never eaten live food. we cant find a bait shop were it doesnt cost 30 bucks to drive to and 15 dollars for 12 crabs is a little out of our price range.

Can someone tell me whats going on?
 
Although I agree old age is likely, make sure to check your water parameters, too, since loss of appetite can be an early sign that something is wrong with the water/filtration.
