I would imagine that you're seeing a pile of live rock, not decoration. The live rock helps with the filtration and provides a place for the octopus to live, if it's piled up correctly.
What Nancy said plus....many octopus "redecorate" their tanks to suit themselves! Hannibal has moved all the loose rock into a pile in the centre of the tank and dug all the gravel out of the gravel pit (we use this to provide cover for the crabs.....so the octopus actually has to hunt for dinner!!) and is now concentrating on removing the inflow pipe!
