I understand this point of view,know in France smuggling is common to dodge legal restrictions. It is a black market activity. And of course there is more an more person with exotics pets in luggage when they're back from holliday.
The facts are that there was in the past two types of certifications: one for individuals persons who wanted keep species for personnals purpose and another for private or public establishments.
Know only the last is still existing ( only with options). So if you are a simple person, you have to prepare a "profesionnal like" file to authorities !
This include administrative file and marking for the species, and habitat description.
The list evolve constantly and some authorized species are not authorized anymore. If you can prove the Date purchase you are tolerated under conditions(my frogs are in this situation). Actually even veterinary services dissuade persons to present administrative file to settle the situation. But you are not authorized to permit breeding.
Recently to help customers, some exotic pets shops provide training to them to help them to present administrative file to veterinary services. If you are a former biologist ( like me) or veterinary, all trainging can be used to Strengthen the file.
But there is a general case in France, if exotics species can be authorized ( with detention certificate or not). In the facts, most of the venimous species are authorized only for professionnal purpose.
