Loss of commercial octopus fisheries due to oil spill?

With the global supply of octopus down due to fishermen in the Gulf of Mexico catching less, fishermen here now enjoy higher prices as the more voracious of the world's octopus eaters turn to this seaside resort for their stocks.

Spain buys 80% of our quota because the Mexican spill has killed off that source of octopus

From what I can find (much of it dated), there is nothing that substantiates this thinking. Is anyone aware of a US octopus fishery in the Caribbean, a loss of octopuses by the Mexican fisheries due to the oil spill or anything else that ties the oil spill to known commercial octopus loss?
