How soon will they hover or when do they start??

I have 11 sepia babies here in my tank.
The first one did see the day for about 13days and it still lays at the bottom but some times start to hover.

Is this normal that it takes 2 weeks before they start to swim as a adult sepia.

I feed them with new "born" artemia
 
Ive never had cuttles so i don't know about the whole hovering thing but Artemia isn't very nutritional. It is much better to feed them mysis shrimp

+1, and by sepia, you could mean almost any cuttlefish... it would help to know the species...
