BHP Billiton must also record the number of the fish in the gulf every year.

Neat trick. No one has been in charge of observing the numbers (only brought up recently because of this years paucity) and no money to deligate to counting them for future reference so the wolf gets to count the sheep starting with numbers that will obviously be very low due to the few eggs laid this year.
