Doing my Homework first!

Hello. I am new and have been reading up on all news reguarding keeping an octopus. And have a few (stupid, beginners) questions:

I am looking at getting an o. mercatoris (I know someone who just had hatchlings...octopets)

1) He said that the mom came from Florida. Is it safe to assume he classified it properly? He also called it a common gulf dwarf.
2) What is the recommended temperature?
3) Is a 27 gallon going to be ok? Or should I go bigger?
